NABC Certificate

Are You Born in 1950 in Chennai, but Have No Birth Certificate?

Are you born in or before 1950, especially in Chennai? Is your birth registered with the municipal corporation? It is mandatory to formally report a birth to this competent authority under the provision of the Registration of Birth and Death (RBD) Act, 1969. The Registrar General is appointed in the municipal corporation to legally record all events of birth and death in that area.

Who to Register With?

In Tamil Nadu, where Chennai is located, the director of public health and preventive medicine is the chief registrar accountable for birth registration regulations in the state. The District Registrar/Additional District Registrar accounts to observe the execution of these events.  And in a specific region, the local registrar is appointed by the state Government.

These are the very authorities that issue the non-availability of birth certificates there.

This certificate is particularly issued to register the unregistered birth, which can help in claiming government schemes.

Step-by-Step Guide to Apply for a Non-Availability of Birth Certificate

For registering the birth of someone born before 1950, these steps can be helpful to acquire birth proof.

Step 1.  Visit the local corporation office.

For this purpose, you have to go to the office of the local Greater Chennai Corporation (GCC). Each zone has it in particular. So, you can select the one where you were born. In case you are unsure of the exact zone, you may directly contact the main office.

It is located in the Ripon Building, Corporation of Chennai, EVR Salai, Park Town, Chennai 600003.

Step 2. Check for Birth Records

The next step is to request the search of birth records. The local registrar will order to search for the relevant year (which is 1950).  The records may be stored in registers, archives, or anything else.

Step 3. Submit a Written Application

If no such records are found, the local body official can issue a non-availability of certificate, or NABC. It collects evidence from the applicant about the place of birth or residence, a copy of any other paper like a ration card, school admission card, senior secondary mark sheet, etc.

If the applicant fails to provide any supporting documents, the official can still issue it after a police verification.

Step 4. Documents Required

Now that you have to submit the supporting documents, let’s share the checklist of all crucial papers that verify your birth date and place for registration.

    • A written application requesting the NABC.
    • An affidavit from the applicant stating their birth details (place, date, parents’ names).
    • A government-issued ID proof (Aadhar card, passport, license, etc.).
    • Proof of residence of the applicant, if necessary, can be a copy of the house tax receipt, the allotment letter, or the sale deed for residence proof.
    • In some cases, old records like a school leaving certificate, voter ID card, or ration card that show birth details may be requested.
    • Police-verified document if the residential and birth proofs are not available.

Step 5. Pay the necessary fees.

The next step is to pay the fee. For it, you have to enquire about the fee structure from the office. However, it takes INR100 for obtaining an NAC. Rest, you may ask from the registrar office.

      Step 6. Follow Up

Processing times can vary. So, it is suggested to follow up with the corporation office after submitting the application.

        Alternate Method: Online Application

This is an online alternative. You can visit the official website of the Greater Chennai Corporation’s eSeva portal. Or simply click this link: https://www.chennaicorporation.gov.in.

It will redirect you to the official website of the state government. But this option is not going to help with birth certificates and related services for those who were born in or around the 1950s. There will not be any digital record available.

        Conclusion

The non-availability of a birth certificate (NAC) can be helpful in reclaiming or registering your birth if you were born before or around the 1950s. The local registrar will be the signing authority that issues it after examining its records. If  there is no registration available, it issues, provided the applicant presents supporting proofs like residential proof, birth proof, passport or license, etc. An affidavit can also be helpful if the applicant fails to provide his or her birth and residential proof.
